The actions of the Iowa City VA Medical Research Foundation (ICVARF) are governed by the following ethics statement:
All members of the board of directors, staff, and volunteers serving on committees or otherwise associated with ICVARF are committed to conducting the organization's business with the highest standards of integrity and personal conduct. We will:
- Recognize that the chief function of the ICVARF is to serve the best interests of our constituency; veterans, their families, and VA research staff.
- Serve with respect, concern, courtesy, and responsiveness the organization's mission.
- Demonstrate the highest standards of personal integrity, truthfulness, honesty, and fortitude in all of our activities.

Current Board:
A board of directors governs the Iowa City VA Medical Research Foundation. The board requires members who hold specific roles, including the Iowa City VA Health Care System's Director, Chief of Staff, Associate Chief of Staff for Research and Development (ACOS) and four community board members:
- Dr. Mark Yorek, Associate Chief of Staff for Research, Chairman of the Board
- Dr. Vishal Vashistha, Chief of Staff
- John Mikelson, Community Member, Treasurer/Secretary
- Dr. Stanley Parker, retired VA Physician
- Dr. Joel Kline, ACOS for Education
- Judith Johnson-Mekota, Medical Director
- Peter Vanderhoef, Community Member
- Kari Points, AO for Research
The Iowa City VA Medical Research Foundation (ICVARF) is authorized and created pursuant to title 38 sections 7361 through 7366 of the United States Code. The policies and procedures of the foundation are directed by the Veterans Health Administration (VHA) and state and federal laws governing 501(c) (3) nonprofit organizations. Oversight is performed by the Nonprofit Program Oversight Board and the Nonprofit Program Office. The ICVARF is a member of the National Association for Research and Education Foundations (NAVREF).
